Zelensky Declares He Lacks Explicit Security Pledge from European Partners

President Zelensky has stated that Ukraine's partners in Europe have not given him sound guarantees that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on midweek.

His comments come a day after Britain and France inked a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we lack such security guarantees - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Last week, the President indicated a settlement was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia reciprocated the action.

Moscow now holds about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
